Parking Information for Visitors
The Office of General Services operates several visitor parking areas in and around the Empire State Plaza in downtown Albany, New York. The list below provides detailed information of each lot. V LOT (P-3 NORTH)
Located beneath the Empire State Plaza and accessed from the I-787 Connector off the I-787 Empire State Plaza Exit. Visitors are required to show photo identification upon entry and all vehicles are subject to search by the State Police.
- Monday – Friday:
6:00 a.m. – 3:59 p.m.
Park & Pay: $2.00 per hour, $20.00 maximum, 30 minutes or less, free
4:00 p.m. – 5:59 a.m.
$5.00 flat rate
 Handicap parking available, no oversized vehicles
- Weekends and state holidays:
$5.00 flat rate
P-1 NORTH
Located beneath the Empire State Plaza and accessed from the I-787 Connector off the I-787 Empire State Plaza Exit. Visitors are required to show photo identification upon entry and all vehicles are subject to search by the State Police.

$10.00 flat rate, pay on entry

CATHEDRAL LOT
Located on Madison Avenue between the Cultural Education Center and Albany Cathedral and within easy walking distance to the Empire State Plaza and New York State Museum.
- Monday – Friday:
6:00 a.m. – 3:00 p.m.
For entry between 6:00 a.m. – 9:59 a.m., $10.00 flat rate, pay on entry
For entry between 10:00 a.m. – 3:00 p.m., $5.00 flat rate, pay on entry
No charge for entry after 3:00 p.m.
Handicap and oversized parking available
- Weekends and state holidays:
Lot open, no charge unless otherwise posted.
MADISON AVENUE LOT
Located on Madison Avenue above the Cultural Education Center, and within easy walking distance to the Empire State Plaza and New York State Museum.
- Monday – Friday:
6:00 a.m. – 3:00 p.m.
For entry between 6:00 a.m. – 9:59 a.m., $10.00 flat rate, pay on entry
For entry between 10:00 a.m. – 3:00 p.m., $5.00 flat rate, pay on entry
No charge for entry after 3:00 p.m.
Handicap and oversized parking available

GRAND STREET SURFACE LOT
Located off Grand Street and within short walking distance to the Empire State Plaza and downtown Albany.
- Monday – Friday:
6:00 a.m. – 2:00 p.m.
$10.00 flat rate, pay on entry
No charge for entry after 2:00 p.m.
- Weekends and state holidays:
Lot open, no charge unless otherwise posted.
ELK STREET SURFACE LOT
Located on the corner of South Swan and Elk Street, behind One Commerce Plaza.
- Monday – Friday:
6:00 a.m. – 2:00 p.m.
$10.00 flat rate, pay on entry
Public parking after 5:00 p.m.
No double parking after 2:00 p.m.
- Weekends and state holidays:
Lot open, no charge
BUS PARKING: McCARTY AVENUE LOT
There is no bus parking at the Empire State Plaza. The McCarty Avenue Lot off Thruway Exit 23 offers parking for buses dropping off groups at the Empire State Plaza. Please see maps below for directions between the Empire State Plaza and McCarty Avenue Lot. Bus parking is free of charge.
