| Information For State Employees |
The Office of General Services operates several outdoor parking lots for state employees in the Albany area. Employees can have the convenience of having their parking fees deducted directly from their paychecks. The fee to park in one of the outdoor lots is $10.47 per pay period. The overall price per month is $22.68 including sales tax. You can obtain a waiting list application form from the Bureau of Parking Management on the 37th floor of the Corning Tower at the Empire State Plaza or print out the wait list application. Also, you can contact your agency's parking coordinator who would also have the application form. Please check with your agency if you do not know who your parking coordinator is.
For our customers who are billed quarterly for parking permits, you now have the option of paying for your parking permit with your Visa, Master Card, Discover or American Express credit card. Quarterly permit fees can be paid either by mail or at the cashier in the OGS Finance Office. All OGS operated parking lots are well maintained throughout the year. Lots are well lit and are patrolled by OGS Parking Management Attendants and the New York State Police, on a daily basis. However, parking is at your own risk.
The Office of General Services also operates employee parking areas in the Empire State Plaza Garage and the Empire State Plaza East Garage. The Empire State Plaza Garage has approximately 2,800 employee parking spaces while the Empire State Plaza East Garage has approximately 2,300. The fee is $20.94 per pay period ($45.36 per month) for both the Empire State Plaza Garage and the Empire State Plaza East Garage. "Roof" permits are also offered at the East Garage with a fee of $10.47 per pay period ($22.68 per month). There are waiting lists for both garages. You can obtain a waiting list application from your agency's parking coordinator. OGS employees should contact OGS Parking Management or submit an application from the "forms" section of this website. OGS employees can check their ranking for these garages on-line from this website. All employees from other agencies should contact their agency's parking coordinator for their current ranking.

| Carpool Incentive Program |
Together with the Governor's Office of Employee Relations, OGS also offers a Carpool Incentive Program as an option for state employees to save on parking costs, reduce the number of cars on Capital District roadways, and improve air quality.

| 100 Broadway Lot |
The entrance to the lot is located on Rt. 32 in Menands, at the Workers' Compensation building. The lot is serviced by shuttle buses which travel between the parking lot and the Empire State Plaza bus terminal. The shuttle buses also service several other downtown locations. There is no waiting list for this lot at this time. |
| Grand Street Lot |
Parking spaces are located east of the new East Parking Garage. A limited number of spaces are designated as carpool spaces. There is a waiting list for these spaces. For instructions on how to apply, please refer to the carpool parking program. |
| Liberty Street Lot / Dallius Street Lot |
The entrance to the lot is located on Green Street, just north of Madison Avenue. The lot is serviced by a shuttle bus that runs between the downtown parking lots and the Empire State Plaza bus terminal. All downtown state employees are eligible to submit a waiting list application for this lot. |
| Madison / South Pearl Lot |
The entrance to the lot is on Hamilton Street, just west of Green Street. The lot is serviced by a shuttle bus that runs between the downtown parking lots and the Empire State Plaza bus terminal. All downtown state employees are eligible to submit a waiting list application for this lot. |
| McCarty Avenue |
The entrance to the lot is on Route 9W, just south of the end of I-787 South. The lot is serviced by shuttle buses which travel between the parking lot and the Empire State Plaza bus terminal. The shuttle buses also service several other downtown locations. There is no waiting list for this lot at this time. |
| Pastures Lot |
The entrance to the lot is just southeast of the corner of Madison Avenue and Green Street. The lot is serviced by a shuttle bus that runs between the downtown parking lots and the Empire State Plaza bus terminal. There is a short walk, approximately half a block, to access the shuttle bus. All downtown state employees are eligible to submit a waiting list application for this lot. |
| Road Street Lot |
The entrance to the lot is off of Road Street which is one block south of Sheridan Avenue. Employees who work in state offices on Elk Street and the surrounding area (such as; One Commerce Plaza, Alfred E. Smith Building and the Education Building Annex) are eligible to submit a waiting list application for this lot. |
| Elk Street Lot |
The lot has two entrances. One is at the corner of South Swan Street and Elk Street and the other is at Spruce Street, just east of Lark Street. Employees who work in state offices on Elk Street and the surrounding area (such as; One Commerce Plaza, Alfred E. Smith Building and the Education Building Annex) are eligible to submit a waiting list application for this lot. |
| Swan & Elk Lot |
The entrance to the lot is just east from the corner of South Swan Street and Elk Street. The lot borders the Sheridan Avenue lot. Employees who work in state offices on Elk Street and the surrounding area (such as; One Commerce Plaza, Alfred E. Smith Building and the Education Building Annex) utilize this lot. Spaces in this lot are filled using permits holder from the Elk Street lot with most seniority in the lot. |
| Swan Street Bridge |
Parking spaces are located on the South Swan Street viaduct, between Madison Avenue and State Street, bordering the Swan Street Building. The spaces are designated as carpool spaces. There is a waiting list for these spaces. For instructions on how to apply, please refer to the carpool parking program. |
| Water Street |
The entrance to the lot is located off of the Colonie Street exit ramp from I-787. The lot is serviced by shuttle buses, which travel between the parking lot, the ENCON building at 625 Broadway, including several stops in the downtown area before entering the bus terminal at the Empire State Plaza. Also, the lot is serviced by an express shuttle to the Empire State Plaza during peak time in the morning and the afternoon. All downtown employees are eligible to submit a waiting list application. |
