HOW TO USE NYS CONTRACTS FOR ELECTRONIC ON-LINE DATABASES

Background

The OGS Procurement Services Group (PSG) provides centralized statewide contracts for commodities, services and technologies for use by all state agencies, political sub-divisions (such as municipalities, towns, villages, etc.), and others authorized by law to use state contracts. This includes the area of electronic on-line databases.

OGS has awarded multiple contracts to license and obtain on-line access to databases that cover a wide variety of subject categories including: general, business, social sciences, health, education, information technology, law, science and other subscription services. Licensed access to the electronic databases includes on-line service from end user locations to one or more remote vendor locations via direct lines or via the Internet. OGS awards contracts under a continuous recruitment process.

Qualifications:

In order to be eligible for a state contract, a Contractor/Publisher must be a provider of the types of electronic on-line databases, information advisory services or subscriptions services in the various subject areas described above. On-line training or courses do not meet the qualifications. However, the State does have a program for on-line training under Group # 73016 e-Learning Services, also posted on the OGS web site, and you may apply at any time. The electronic on-line database provider must meet at least one of the following minimum criteria. Meeting these standards does not entitle a contractor to a direct contract with the state, but is the minimum threshold to be considered.

1. Proposals will be accepted only from established database publishers, hybrid service providers or value added resellers (VARs)*. For hybrid service providers, the respondent shall submit two sets of qualifications, which will clearly delineate between its qualifications as a publisher and its qualifications as a VAR.

2. If the respondent is an authorized VAR, a letter from the database publisher/owner confirming the following must be submitted with the proposal:

a) The respondent is an authorized VAR of the publisher's product line.

b) The database publisher guarantees to supply respondent with sufficient product to fulfill all obligations under any resultant contract with the State.

c) Respondent maintains the trained staff required by the publisher to sell, support and maintain the publisher's database line statewide.

3. The respondent must provide a list of all New York State customers (i.e.: state agencies, local governments, public, school and academic libraries and others eligible by law to use OGS contracts). In addition, the vendor shall indicate the total current annual dollar volume of business with New York State customers. PSG reserves the right to limit contract awards to firms who have at least twenty (20) New York State customers or a minimum total annual dollar volume of $250,000.00.

*Note: For the purposes of this plan, a publisher is a company that produces and releases information, literature, research and other publications directly. VARs are authorized distributors of published works that do not publish information (either in paper or electronic format) directly. Hybrid Services Providers are considered to be firms that are both a publisher of some works and reseller of others.
