Deliveries to Empire State Plaza and Capitol
OGS has a new unit called the Mail and Freight Security
Unit, which will be coordinating all deliveries to the Empire State Plaza, Swan Street Building and Capitol. Anyone ordering goods or arranging for a delivery of any type to one of these locations should familiarize themselves with these procedures. These additional security measures are intended to supplement those security procedures already in place. Existing security procedures will not be affected by this change.
DELIVERY LOCATIONS
These guidelines apply to all deliveries to the Capitol, the loading dock area of the Swan Street Building and the P-1 level of the Empire State Plaza. Consultants, vendors or repair people that do not enter the facility via one of these locations are not affected by these guidelines.
POLICY
All deliveries to the Capitol, Swan Street Building or P-1 Level of the Empire State Plaza must be scheduled with the Mail and Freight Security Unit at least 24 hours in advance. It is the responsibility of the individual placing the order to ensure the vendor is aware of this policy. It is also
the responsibility of the ordering party to provide information regarding the order to the Mail and Freight Security Unit when the order is placed.
EXEMPT DELIVERIES
There are a number of vendors that deliver to these locations on a daily basis. The Mail and Freight Security Unit has already worked out delivery schedules with these companies. If your order is to be delivered by one of these vendors, you do not need to notify the Mail and Freight Security Unit of the delivery. The vendor will automatically deliver according to the schedule in place. Companies with delivery schedules in place include:
- US Postal Service
- Airborne
- Federal Express
- UPS
- Staples
- S&B Office Supplies
- ZAP Courier
- Diamond Spring Water
This list may grow as the Mail and Freight Security Unit receives information from other vendors that will enable them to set up a regular delivery schedule.
GENERAL PROCEDURES
Individuals placing orders that are to be delivered to the Capitol, Swan Street Building or P-1 level of the Empire State Plaza are responsible for the following:
- Notifying vendors that they must contact the Mail and Freight Security Unit, at (518) 473-2256, 24 hours in advance to schedule a delivery.
- Direct vendors to include the order number on the bill of lading.
- Provide the Mail and Freight Security Unit with information about the order including the order number, who will be receiving the order at the delivery point and where the order is to go once it is received.
- Clearly indicating on the order who will be receiving it and the receiving party’s phone number. For deliveries to one of the stockrooms, the stockroom name and phone number should appear in the ‘Ship To’ section of the purchase order.
- Individuals issuing a PO are responsible for notifying the Mail and Freight Security Unit about the order. This can be done by faxing the order to the Mail and Freight Security Unit at (518) 474-3961 or emailing this information to
dockmaster@ogs.state.ny.us. The ‘Ship to’ block should include the name of the stockroom or person to whom the order is ultimately to be delivered and where they are located to ensure the receiver knows where to deliver the order.
MISCELLANEOUS
- Upon arrival, all vehicles will be checked, including their contents.
- Vehicles will be assigned to a dock as close as possible to the receiving party.
- Inspection personnel (under the direction of the NYS Police) will be stationed at the P-1 level, the Swan Street Building dock and the Washington Avenue side of the Capitol.
- Deliveries for the Capitol will report to the P-1 level, will be checked on P-1 and then directed to the Washington Avenue side of the Capitol.
- Deliveries for the Swan Street Building can report directly to Swan Street.
- The maximum truck size that can deliver to the P-1 level is 50’ in length and 12’6”in height. At this time, trucks can enter the P-1 level from both the north and south sides.
- Delivery vehicles that do not adhere to these procedures will not be permitted to enter the facility.
