Description:
The New York State Office of General Services working with the
Division of Budget and the Office of the State Comptroller has
developed a statewide contract for equipment leasing services.
This contract will provide for leasing of computer equipment,
office automation equipment, photocopiers, telecommunication
systems, vehicles, audio-visual equipment, printing equipment,
laboratory and medical equipment, energy management systems, and
other equipment approved by the OGS. It is expected that the use
of this contract will result in savings of administrative
resources currently utilized to process many individual lease
agreements. It is also expected that the utilization of this
contract will result in a cost savings to New York State since
the interest rates currently being offered throughout the state
for individual transactions are often higher than rates which
could be negotiated. Agencies are not always in a position to
spend the time necessary to obtain the best interest rates. The
availability of this contract and the ease of utilizing the
mini-bid process will ensure competitive offerings for each
transaction, thereby ensuring best rates for the time and type of
transaction. It is also expected that the aggregation of the
State's leasing activity in this manner will result in lower
interest rates. This program is intended to augment the
State's COPs (Certificates of Participation)
program.
