Space Planning for State Agency Operations

The Division of Real Estate Planning (REP) provides a comprehensive and coordinated approach to managing the office space requirements for Executive Department agencies. We offer leasing, space planning and construction management services with the goal of providing quality office space for our client agencies and their customers.

REP, in consultation with the State Division of the Budget and Executive Department agencies, determines the space requirement necessary for those agencies to accomplish their mission. We strive to provide the agencies a safe, efficient environment by using established standards and current trends in office design. With emphasis on open plans, systems furniture, and consistent with Executive Order 111, the use of good materials and construction practices ensures quality and provides an environmentally safe place for state employees to work.

When space is not available in State-owned buildings, REP will identify suitable privately-owned sites and negotiate leases for the needed office space. The Division also inspects leased sites for life safety and ADA compliance, maintains record drawings and provides office space statistics.

Other services offered by Real Estate Planning include:

Construction Management

Bureau of Lease Construction and Compliance - manages, supervises and coordinates the design, construction and inspections of all statewide projects that are either new or renovations. Overseeing all phases of construction of leased property involving 35-45 projects valued at approximately 40 million dollars/year. The Bureau works in close consultation with the State tenant to administer the construction of office space in leased locations and works with the Leasing Agent in the development of the “tenant work letter.” They review space plans for construction issues to assure the construction materials and workmanship are consistent with industry standards and practices. This oversight provides assurance that the build out of leased space is progressing on schedule, within budget, and in compliance with the lease requirements. The Bureau serves as a liaison for the tenant agency during construction and during tenancy. Any reported non-compliance to the lease will be fully investigated by the Bureau.
