The Division of Real Estate Development (RED) offers specialized real estate services to assist OGS and
other State agencies with large office space acquisitions, state land management, disposal of surplus
state real estate, lease auditing and financial services. Our accounting staff provides financial advisory assistance to other tenant agencies and has saved
these agencies millions of dollars through our lease auditing process.
Bureau of Land Management: Responsible for the appraisal
of State owned and lease-purchased property, the sale of state surplus real property, and the issuance of
licenses/permits for use of State owned lands, including Lands Underwater. The Bureau is comprised of
three units: the Submerged Lands and Natural Resources Unit, the Survey and Mapping Unit, and the
Appraisal, Inspection and Marketing Unit. In addition, they maintain an inventory of the State’s real
property assets, as directed by Article 2, Section 2 of the Public Lands Law.
The division coordinated the development, implementation and
occupancy of the
State Modernization Plan (often refered to as “the Albany Plan”), along with other priority
assignments. We assist with the development of agency program requirements,
systems furniture selection and building construction requirements, including those associated with Executive
Order 111.
